Abstract
The world today has witnessed a new revolution، which is technology and the Internet، which announced a new birth in our societies، which were called social networking sites، as they spread widely. They were called social networking sites because their users communicate among themselves، share their ideas، and interact with the topics that are raised through them in many topics، whether political، economic، social، or other matters related to public opinion There are many types of social networking sites، most notably Facebook، Twitter، YouTube، and many other sites. These sites have created a qualitative shift in communication between individuals on the personal or professional level. Therefore، there is no doubt that the public employee، as one of the segments of society، is considered a user of social networking sites. However، this technological development has led to a reflection in all fields of life، especially on social networking sites، as it is a virtual and open society Through it، some offensive acts are committed that amount to new crimes that we have not heard of before، committed by the ordinary employee or public employee who may or may not know that it is a crime. In all cases، he falls under the penalty of criminal responsibility represented by the criminal penalty.
