Abstract
The State Council is an independent body by law that enjoys a legal personality qualified to perform the tasks entrusted to it. Therefore, the Council represents an important aspect of the state because it represents an application of legitimacy through the advisory role that the State Council exercises for the relevant state departments, in addition to the judicial jurisdiction that the State Council exercises within the Supreme Administrative Court, the Administrative Judiciary Court, and the Civil Service Judiciary Court, in addition to the legislative jurisdiction that the Council exercises. In all cases, the advisory jurisdiction of the Council is represented by expressing the legal opinion and the process of codification and legislative drafting, although the advisory opinion that the Council provides usually does not have the mandatory status for those parties that request it except in cases specified by law.
