The concept of e-governance refers to the completion and implementation of administrative work using virtual electronic means, rather than the physical means used under traditional e-governance. The emergence of e-governance coincided with a reform and modernization movement for public services aimed at achieving integrity, democracy, and the provision of high-quality services. New and modern principles emerged for public services, the most prominent of which were transparency, participation, and quality. The nature of these newly developed principles for public services revealed the inadequacy and inadequacy of traditional physical methods of public service administrative in achieving this type of public service. E-governance thus emerged, providing an effective tool for putting these principles into practice. We are currently witnessing a shift in the design and delivery of public services from a user-centric model to one focused on their participation. This user-centric model involves directly considering users' needs, situations, and experiences when developing and then implementing public sector strategies and activities. This shift has impacted the perceived value of Electronic administrative in providing more efficient and innovative public services. This change is seen, to some extent, as a result of the new public administration's influence on the flexibility of management methods in the private sector. Electronic administrative provides the opportunity to democratize the means of producing and distributing public services. E-government can also provide users with numerous tools that enable them to monitor, participate in, and evaluate public services. It is worth noting that all of these principles share the principle of direct access and communication between the administration and the beneficiaries, a reality that can only be achieved through e-governance
